Non-Resident Member Non-resident members: A member may be eligible to be a non-resident member if the member no longer owns or rents a residence in Maryland and is now a permanent resident of another state. Non-resident rate members shall not be entitled to vote on any congregational matters, nor shall they be entitled to High Holiday seats, but they are entitled to all of the other benefits of membership, including clergy services.
